Troopers and detectives responded Tuesday afternoon at 2:30 p.m. after Rayburn was found unresponsive in his cell. He was transported to Morgan County Appalachian Regional Hospital, where he was pronounced deceased. Authorities confirmed that foul play is suspected, and a person of interest—also an inmate at the facility—is under investigation in connection with Rayburn’s death.
