Grayson County Man Who Skipped Sentencing on Child Sex Charges Captured Overseas

A Grayson County man who failed to appear for sentencing after pleading guilty to multiple child sex crimes has been taken into custody overseas, authorities confirmed Friday.

William “Scott” Carter, 51, of Millwood, had agreed to a plea deal in July 2025 that included guilty pleas to second-degree rape (no force), four counts of third-degree rape, and first-degree sexual abuse, according to court records.

Under the agreement, Carter was expected to receive a 13-year prison sentence, including 10 years for second-degree rape, two years for the third-degree rape charges, and one year for first-degree sexual abuse.

Carter was scheduled to be sentenced on September 2, 2025, in Grayson County Circuit Court, but he did not appear. Investigators later confirmed he had fled the country.

On Friday night, Grayson County Commonwealth Attorney’s Office Investigator Kevin Smith confirmed Carter is now in custody outside the United States.

“He is in custody and we are currently working on extradition,” Smith said. Authorities have not released additional details regarding Carter’s location.

According to an arrest citation previously reported, Carter admitted during questioning that he had sexual intercourse with a juvenile victim and stated the sexual relationship began in July 2023.

A Grayson County grand jury indicted Carter in May 2024 on multiple rape and sexual abuse charges. He was initially arrested in February 2024 by Kentucky State Police.

The extradition process is ongoing.
