A new proposal in Kentucky aims to make it illegal for registered sex offenders to hand out candy or take part in events where children are present during the Halloween season.
The legislation, originally introduced by Representative Chad Aull of Lexington during the 2025 General Assembly session, is expected to be reintroduced when lawmakers return in January 2026.
Under the proposed law, offenders would be prohibited from participating in Halloween activities for a period extending 14 days before and after October 31 each year. Violating the restrictions could result in misdemeanor charges, with repeat offenses potentially upgraded to a felony.
Representative Aull said the bill is designed to help families feel more at ease during Halloween festivities. “This should be a time for fun and community, not fear,” he stated.
